CONSTITUTION OF INDIVISIBLE NEERS

ARTICLE I: NAME
The name of this organization shall be Indivisible Neers
ARTICLE II: OBJECT
Section 1. The purpose of this organization is to Defend American Democracy, to Promote Civic Literacy, and Strengthen Community
ARTICLE III: MEMBERS
Section 1. Any person who lives in Watauga County or is a student, faculty, or staff member at Appalachian State University is eligible to join Indivisible Neers
Section 2. Members of Indivisible Neers will be required to participate in Teams.
Section 3. Members shall have one vote.
Section 4. Members will be asked to volunteer for events.
Section 5. Only members are eligible for officer positions.
ARTICLE IV: OFFICERS
Section 1. The Officers of the organization shall be the President, Vice President, Treasurer, Director of the Politics Team, Director of Communications, and the Director of Event planning. These officers shall perform the duties prescribed by this constitution and by the parliamentary authority adopted by this organization.
- The duties of the President shall be the head of Indivisible Neers, preside at all meetings, to Chair Leadership Team meetings, hold accountable all members of the Indivisible Neers Leadership Team, and to create an agenda for each meeting. They will also certify any amendments to this Constitution.
- The duties of the Vice President shall be to assist the President in official duties, take over in the absence of the President, and lead the Networking Team.
- The duties of the Treasurer are to create a budget for the fiscal year, handle transactions, record receipts, and lead grant writing. They will also provide certification to any amendments to this Constitution.
- The duties of the Director of the Politics Team shall be to lead the Politics Team and hold regular meetings.
- The duties of the Director of Communications shall be to lead the Communications Team and hold regular meetings.
- The Director of the Event Planning Team will be to lead the Event Planning Team and hold regular meetings.
Section 2. Elections and Voting
- Elections will be held in the 1st week of May of the Spring Semester for all officer positions.
- The founding leadership team shall be given an exception to the election rules but will have to run for reelection in May 2026.
- The President will administer elections through hosting an election meeting.
- In the Election meeting there will be an opening statement from each candidate. Debate (limit of 5 minutes) and voting will occur, candidates must leave the room during debate and voting. This will be the process for each officer position. Runoffs will continue the process until someone wins. The candidate with the lowest vote count will be eliminated each round.
- Candidates only need a simple majority to win
- If a tie occurs then a runoff will occur; the leadership team will create runoff rules.
- Members have the ability to vote for candidates in elections.
- Every Member has one vote.
- In the event that the President and Vice President have a disagreement on an issue then the issue shall be voted on by the Leadership Team.
- The President and Vice President will each present why they think their decision is the correct one.
- Voting will be conducted by secret ballot and will be counted by simple majority.
- The President and Vice President shall not vote.
Section 3. The Line of Succession shall be as follows: the President, Vice President, Treasurer, Director of the Politics Team, Director of Communications, Director of the Event Planning Team, and Director Networking Team, and Members ranked by seniority.
Section 5. The term for each position shall be from the 2nd week in May to the 2nd week in May the following year.
Section 6. Officers are not allowed to hold more than one position.
Section 7. Officers are not eligible for Special Teams.
Section 8. The office of President is limited to one term, A President may not run for reelection and may not run for another officer position. If the President wishes to run for another officer position they must wait one term after their Presidential term.
ARTICLE V: MEETINGS
Section 1. Leadership Team meeting times shall be determined by the President at the beginning of the Session after the consultation of the current membership of Indivisible Neers
Section 2. The President and Vice President shall run public meetings on a regular basis, these meetings will be open for all.
Section 3. The President may call for an emergency meeting of the group based on need.
ARTICLE VI: LEADERSHIP TEAM
Section 1. The President, Vice President, Treasurer, Director of the Politics Team, Director of Communications Team, and the Director of Event Team shall constitute the Leadership Team.
Section 2. The Leadership Team shall have general supervision of meetings, establish the hour and place of public meetings, make recommendations to the organization, and perform other duties as specified in this Constitution.
Section3. The Leadership Team will accept members into Indivisible Neers via the membership form.
ARTICLE VIII: PARLIAMENTARY AUTHORITY
Section 1. The rules herein defined shall take precedence over all other forms of parliamentary law for Leadership Team meetings.
Section 2. Rules not herein defined shall follow the laws of Robert’s Rules of Order Newly Revised (12th Edition).
ARTICLE IX: AMENDMENT OF CONSTITUTION
Section 1. This constitution may be amended by a 2/3rds vote at any regular meeting of the Leadership Team.
Article X: REMOVAL OF OFFICERS
Section 1. Members may be removed by a 2/3rds vote of officers.
Section 2. An officer facing removal shall have the right to confront the officer who motioned for their removal.
- This shall include:
- The right to call witnesses
- The right to ask questions to their accuser
- The right to provide a statement to the Indivisible Neers (oral or written)
Section 3. The Chair is required to remove officers who have more than three unexcused absences from Leadership Team meetings in a session.
- Unexcused absences are at the discretion of the President and Vice-President.
Article XI: TEAMS
Section 1. Indivisible Neers will have permanent teams: Politics, Event Planning, Communications, and Networking Team.
- Networking Team: This team will be in charge of contacting and building relationships with local organizations and local interests. This team will be in charge of coordinating with other groups and relaying information from these groups to Indivisible Neers. This Team will be responsible for recruitment. The Vice-President will appoint a recruitment officer who will co-lead recruitment with the Vice-President.
- Event Planning Team: This team will organize training events, protests, and team building events. The event planning team will be in charge of coordinating with local government and local police departments when planning protests. During protests members of the event planning team will need to be present as they, along with the leadership team, will be ushers during the protests that will help coordinate the protest. The President and Vice President along with the Event Planning Team Lead will be leaders and point of contact during protest. Exceptions for attendance can be made three days before the event occurs.
- Communications Team: The Communications team will have the responsibility of creating advertisements for Indivisible Neers, be responsible for distributing advertisements, and run all social media.
- Politics Team: The Politics team will be in charge of conducting research, staying up to date with the news, and making this information available to Indivisible Neers. They will also be in charge of reaching out to the local, state, and federal Politics.
Section 2. Special Teams shall be led by members nominated by the President of Indivisible Neers and confirmed by a majority of the Leadership Team, unless otherwise prescribed.
Directors of special teams are not considered officers but may attend Leadership Team meetings.
